Design for Seoul’s new city hallThat’s what some people might think when they see the design for the proposed 13-storey government building that is going to be built behind Seoul’s city hall.

On the other hand—judging from the artist rendition of the new design—it also kind of looks like a tsunami about to engulf the old city hall.

That water motif might not be too far off base. The new design, according to its architect, is supposed to resemble rain falling from the eaves of a traditional Korean structure.
